The independent review, led by Henry Dimbleby, makes 14 recommendations to government and presents evidence in four themes: nature and climate, health, inequality, and trade. There are <a href=\"https:\/\/www.nationalfoodstrategy.org\/the-report\/\">two supplementary reports<\/a> too: on the impact of a tax on added sugar and salt and a youth consultation. The reports published on the 15th July 2021 are sometimes called \u2018Part Two\u2019 of the National Food Strategy; they follow on from \u2018Part One\u2019, published in July 2020. But on the NFS website the bundle of reports are called \u2018The Plan\u2019. The Government will set out proposals for future legislation in a White Paper in six months.<\/p>\n<p>In the \u2018The Recommendations\u2019 report, each recommendation is described, the rationale for it given and the costs and benefits reviewed. Endnotes provide references and further information. National Food Strategy recommendations are:<\/p>\n<ol>\n<li>Introduce a <strong>sugar and salt reformulation tax<\/strong>. Use some of the revenue to help get fresh fruit and vegetables to low income families (p.2)<\/li>\n<li>Introduce <strong>mandatory reporting<\/strong> for large food companies. (p.11)<\/li>\n<li>Launch a new <strong>\u201cEat and Learn\u201d initiative<\/strong> for schools. (p.14)<\/li>\n<li>Extend eligibility for <strong>free school meals<\/strong>. (p.20)<\/li>\n<li>Fund the <strong>Holiday Activities and Food programme<\/strong> for the next three years. (p.24)<\/li>\n<li>Expand the Healthy Start scheme. (p.27)<\/li>\n<li>Trial a <strong>\u201cCommunity Eatwell\u201d programme<\/strong>, supporting those on low incomes to improve their diets. (p.31)<\/li>\n<li>Guarantee the <strong>budget for agricultural payments<\/strong> until at least 2029 to help farmers transition to more sustainable land use. (p.35)<\/li>\n<li>Create a <strong>Rural Land Use Framework<\/strong> based on the Three Compartment Model. (p.42)<\/li>\n<li>Define <strong>minimum standards for trade<\/strong>, and a mechanism for protecting them. (p.47)<\/li>\n<li><strong>Invest \u00a31 billion<\/strong> in innovation to create a better food system. (p.50)<\/li>\n<li>Create a <strong>National Food System Data<\/strong> programme. (p.57)<\/li>\n<li>Strengthen government procurement rules to ensure that <strong>taxpayer money is spent on healthy and sustainable food<\/strong>. (p.61)<\/li>\n<li>Set clear targets and bring in <strong>legislation for long-term change<\/strong> (p.68)<\/li>\n<\/ol>\n<p>News media headlines picked up the NFS calls for sugar and salt tax (for example, see <a href=\"https:\/\/www.theguardian.com\/politics\/2021\/jul\/15\/food-strategy-calls-for-3bn-sugar-and-salt-tax-to-improve-uks-diet\">The Guardian<\/a>, <a href=\"https:\/\/www.ft.com\/content\/f23c4a7b-dc68-47ba-ac2a-fd0ba2454e11\">Financial Times<\/a>). This is Recommendation 1, and proposes the introduction of \u2018a \u00a33\/kg tax on sugar and a \u00a36\/kg tax on salt sold for use in processed foods or in restaurants and catering businesses\u2019 (NFS 2021, p.2). <a href=\"https:\/\/www.bbc.co.uk\/news\/uk-57838103\">The BBC<\/a> also highlighted the proposal about the prescription vegetables by the NHS (Recommendation 7, the trialling of a \u201cCommunity Eatwell programme\u201d) and the raising of taxes to extend free school meal provision (Recommendation 4). Boris Johnson\u2019s initial response to the idea of new sugar and salt taxes was also well reported (e.g. see <a href=\"https:\/\/inews.co.uk\/news\/politics\/national-food-strategy-tax-sugar-salt-plans-boris-johnson-henry-dimbleby-1105129\">The Independent<\/a>, <a href=\"https:\/\/www.dailymail.co.uk\/news\/article-9790837\/Fury-nanny-state-meddling-call-tax-sugary-salty-food.html\">The Daily Mail<\/a>)<\/p>\n<p>There has been a range of comment from the food and drink industry. <a href=\"https:\/\/www.fdf.org.uk\/fdf\/news-media\/press-releases\/2021-press-releases\/national-food-strategy-part2-report-update\/\">The Food and Drink Federation<\/a>, for example, raised concerns about the implications of the sugar and salt taxes and for consumers and businesses. <a href=\"https:\/\/www.seafish.org\/about-us\/news-blogs\/why-seafood-should-be-at-the-heart-of-food-strategies\/\">Seafish<\/a> highlight that seafood does not feature prominently in the report and emphasize the role of seafood in the nation\u2019s diet. The <a href=\"https:\/\/www.nfuonline.com\/sectors\/food-chain\/food-chain-news\/read-the-nfu-response-to-the-national-food-strategy\/\">National Farmers Union<\/a> (NFU) response suggested making \u2018a clear distinction between grass-fed British meat and cheap imports\u2019.
