Talk Title: ‘<\/strong>Convergence or Divergence? The Past, Present and Future of Geopolitics and International Law in Cyberspace’<\/h4>\n\n\n\n

All students in the Law School are invited to an afternoon talk by Professor Duncan Hollis<\/strong> from Temple Law School, Philadelphia<\/strong>.<\/p>\n\n\n\n

Abstract: <\/strong>
Has international law developed a shared \u201clanguage\u201d for governing cyberspace? Professor Hollis\u2019s talk examines more than a quarter century of diplomatic dialogues, official statements, and public attributions to trace the emergence of such a language. He will highlight growing areas of convergence around\u00a0international law\u2019s application to cyberspace\u2014particularly in relation to cybercrime, existential questions on the law\u2019s\u00a0application, collective attribution practices, and official statements by nations and regional organizations. \u00a0At the same time, his remarks will aim to identify areas of divergence, including ongoing debates over sovereignty and interpretation, the persistent silence of many\u00a0states on these issues, and the siloed thinking that continues to separate issues of cybercrime, from State sponsored cyber operations, and the rise of AI online. Professor Hollis will conclude by looking ahead to the future of the UN\u2019s new Global\u00a0Mechanism, the potential for alternative forums to advance dialogue, opportunities for treaty-making that protect people from states, and the promise of peaceful dispute settlement as a means to further converge around\u00a0how best to\u00a0talk about international law across the digital ecosystem.<\/p>\n\n\n\n

Duncan Hollis\u00a0is Laura H. Carnell Professor of Law\u00a0at Temple\u00a0Law\u00a0School, Faculty Co-Director of Temple University\u2019s Institute for Law, Innovation & Technology, and Co-Convenor of The\u00a0Oxford\u00a0Process\u00a0on International\u00a0Law\u00a0Protections in\u00a0Cyberspace<\/a><\/u><\/em>. His scholarship engages with issues of international\u00a0law, with a particular emphasis on treaties, norms, and other forms of international regulation. He is editor of the\u00a0award-winning The Oxford Guide to Treaties<\/a><\/u><\/em>\u00a0as well as Defending\u00a0Democracies: Combatting Foreign Election Interference in a Digital Age<\/a>\u00a0<\/u><\/em>with Dean Jens Ohlin, plus a leading U.S. textbook, International\u00a0Law<\/a>\u00a0with\u00a0Professors Allen Weiner and Chimene Keitner. \u00a0Professor Hollis\u00a0is an elected Member of the\u00a0American\u00a0Law\u00a0Institute, where he serves as an Adviser on its project to draft a Fourth Restatement on the Foreign Relations\u00a0Law\u00a0of the United\u00a0States<\/em>.\u00a0From 2016-2020, he served as a member of the\u00a0OAS\u2019s Inter-American\u00a0Juridical\u00a0Committee, including as Rapporteur for a project on improving the transparency of State views on international\u00a0law\u2019s application to\u00a0cyberspace<\/a>.\u00a0<\/p>\n","protected":false},"excerpt":{"rendered":"
