In early 2025, the UN Secretary-General commissioned a report on the future of UNRWA (UN Relief and Works Agency for Palestine Refugees in the Near East) in response to the severe financial and political pressures UNRWA was experiencing.

The report entitled, UNRWA Strategic Assessment – UN 80 Initiative, made several recommendations which required further action and examination. The Policy Refugee Policy Forum, an ad hoc, unfunded group of independent analysts who include Kjersti Berg, Mick Dumper, Mona Ali Khalil, Mezna Qato, Lex Takkenberg and Andrew Whitley, was set up in October 2025 in response to the Strategic Assessment with the aim of providing accurate and relevant material to inform the debate regarding the future of the Agency.
